I don't think a LPR can file a K3 petition. It is only for spouses of US citizens.

That is correct. However, to more directly answer the question, an LPR can file an I-130 for an immigrant visa (not K3) for a spouse but is then subject to a much longer waiting period for a visa to be available. Generally the LPR can become a citizen then notify USCIS of their change in status, sooner then a visa will become available for a spouse of an LPR. Once a citizen, with the I-130 already filed they can file the I-129F for the K3 if they wish.

So, somebody who is now an LPR will be subject to waiting until they are a Citizen before starting the K3 part of any visa process.

Take a look at the current Visa Bulletin - that will give you an idea of the differences in wait time for I-130s files by LPRs.
