If in the USA the USE The United States Post office is just fine, send Priority Mail, Certified, with Signature card.

USCIS

California Service Center

P.O. Box 10130

Laguna Niguel, CA 92607-0130

If from outside the country, USE FED-EX

USCIS

California Service Center

24000 Avila Road

2nd Floor, Room 2312

Laguna Niguel, CA 92677

You should be sending more than just those 2 items, they should be attached to a I-129F petition or to a copy of RFE letter.

Claudeth just put it in a big envelope and mailed it to me. It took about 3 weeks. You might check with the Filipino post office to see if they have any priority service with the USPS.

LBC is about the cheapest and fastest way. It gets handed over to Fed-Ex as it leave manila I assume because Fed-Ex delivered to me and was a total of 2.5 days. Now if I could send to the philippines in under 3 days for less than $75 let me know. Express mail from the USPS takes about 2-3 weeks since my wife lives are away from Manila.
