According to the UK website, "A valid US immigrant visa packet (form 155A/155B) is a 'valid visa' for DATV exemption.", meaning that if you are passing through London for an onward US flight, you don't need the direct transit visa.

Is this what the sealed brown envelope is? Does a K3 immigrant coming to the US for the first time have this form 155A/155B?

A K-3 visa immigrant receives a sealed brown envelope to bring to the US. The only thing that is unique about the envelope is that a corner is missing, and you can see papers stapled together. I do not know if the name of the packet is called Form 155A/155B.

As far as the UK rules, I was told that if a person has a valid visa to the United States, then you do not need to get a transit visa. A K-3 immigrant will have a visa in their passport, so this should qualify. However, I got conflicting reports from every person I spoke with. My travel agent said my wife needed a transit visa, Virgin Atlantic said she did not.

To avoid the confusion, on my trip back, I flew Emirates direct to New York instead of flying Virgin Atlantic.
