Luckily. We were among those unhappy stuck because of this. We had to wait for 36 days for our IV bill for being cashed and entered into the NVC system. Normally this whole process is done in less than 10 days. As far as I know, things seem to be mostly back to normal .

That's the theory - but to expect to see results immediately isn't feasible.

Only time will tell if the increase in fees (thus the increase in staff and new automated systems) will bear the fruit they've promised.

October update:

USCIS Application and Receipting Update

U.S. Citizenship and Immigration Services (USCIS) advises customers that processing of fee payments and entry of cases into our tracking system remains behind schedule due to the tremendous increase in the number of applications filed. As a result, applicants are experiencing delays in receiving notices of receipt. USCIS is working hard to deal with the increased volume.

USCIS will honor the actual date that an application was received in our mailroom; this date will be indicated on the receipt (in the Received Date box) when Form I-797, Notice of Action, is mailed. If your case is affected by the receipt delay, arrival of your receipt may take up to 12 weeks for adjustment-of-status applications and 15 weeks for naturalization and other applications.

Until this situation is resolved, USCIS will provide the following weekly updates on progress in issuing receipt notices to our customers. Additional information is available in Frequently Asked Questions, located under “Related Links†on this page. We appreciate your understanding.

IMPORTANT: If you have submitted your application and are changing your address, you need to update your address with USCIS. If you have paid by:

Check: You can report your address change from our website, using USCIS’ Change of Address Online. This requires a receipt number. Look at the back of the cancelled check that was returned to you through your bank. On the back should be the 13-digit USCIS receipt number which looks like this (but will have different letters and numbers) ABC 01 23456789 Use your 13-digit number when you are asked to input your receipt number in your change of address.

Money order: You can report your change of address by calling USCIS Customer Service toll-free at 1-800-375-5283, and a USCIS Customer Service agent will enter your new address for you.

As of October 5, 2007, USCIS has completed initial data entry and issued receipt notices for applications and petitions received on or before the dates indicated:
