When do new fees get applied - when application received or processed?

I sent my I-751 in in June with the old fees, but unfortunately didn't realize I needed to send in a biometric fee for the kids, so they sent it back requesting more money- under the old fee schedule. I sent in a new check and have now received it back, with a request for more money again because of the fee increase. The application is stamped received on July 19, but the notice asking for more money is dated August 29, obviously after the fee increase. My question is: wouldn't the old fee schedule apply to us as the application was received before the fee increase?

This is just typical from my experience and I know what sort of bureaucratic response I'll probably receive, but I want to have some sort of proof or idea of how this sort of thing has been handled in the past before I call or write them. Any ideas or info would be much appreciated. Thanks

It's SUPPOSED to be from when the application is received... but they have the ultimate say over your destiny, so IMO, it's not worth pissing them off (and delaying the application even further) by making a fuss. You don't poke the tiger...

Your petition wasn't accepted until all the required fees were paid. Sorry, if you sent in the biometrics fee after the date, then you have to pony up for the increased fee. You have to pay the fee in force at the time the petition is accepted.
