Help! What is recognized a certified translation?

My fiance lives in Lviv, Ukraine. We are gathering documents and trying to find a tranlator that the US Embassy in Kyiv will recognize as a certified translator, but the embassy does not provide specific information about the necessary qualification for a tranlator that they will accept. Here are my two email questions and the responses that I received from the embassy:

Question #1: "My question is, what constitutes a certified translation? How can my fiancé identify which translators are qualified to provide a certified translation? Thank you for your help."

Embassy Response #1: "Thank you for your e-mail letter. We would like to inform you that the certified translation is done by the agency, which has the license for this kind of activity. We hope this information will help you.

Question #2: "Can the embassy provide me a list of certified translators or agencies in Lviv? If this is not possible, how can I identify those translators or agencies that have acceptable certification? Is there a specific license or certification that they must have? If so what is it? Thank you for your help."

Embassy Response #2: "Thank you for contacting us via e-mail. The translation agency should have a license for translation services and its official stamp or real. It should be written on the certificate. Unfortunately we do not have a list of translation agencies in Lviv.

We hope this information will help you.

These answers seem a little too vague for my comfort. In Ukraine there are many individuals and angencies that will present themselves as "official" or "qualified", but in reality are not. I would hate to have translations of documents that the embassy will not accept. Has anyone had experience with this, especially in Ukraine? Has anyone in the Lviv area identified any certified translators? Thanks everyone!!

Finding someone with knowledge of Lviv is your best bet (Lvivlovers), they can probably give you the name and address of the agancy they used.

Lviv is a large enough city that I am certain there are several of them around.
