Today I asked the HR person at work if I could get the letter I needed to prove my place of employment, income, etc., and she said she couldn't write me one until I got a Release of Information form first from immigration, written on their letterhead, which I sign, stating that my employer has the right to release my information. Is this normal? And if so, how do I get that form?

I've never heard of that happening, and I have no idea how you could get one. Maybe they misunderstood the request? If they still insist on it, I would suggest getting your tax transcripts instead.

What are my tax transcripts? Can I do that instead? I thought I had to submit my tax forms plus the letter from my employer...

It does not reflect any changes you, your representative or the IRS made after the return was filed. In many cases, a return transcript will meet the requirements of lending institutions such as those offering mortgages and for applying for student loans.

Well, that probably will do me no good since I had to file an amendment this year.

Augment it with a tax account transcript.

A tax account transcript shows any later adjustments either you or the IRS made after the tax return was filed. This transcript shows basic data, including marital status, type of return filed, adjusted gross income and taxable income.
