Student Visa to K-1 or K-3?

My boyfriend and I met in grad school (he is a Turkish international student here in the US on a student visa). We will graduate in June of 2008 with our Masters degrees, and plan to get married in the following year. I wanted to look into the proper steps of filing for a visa. Should we file for the K-1 or just directly for the K-3? Does anyone know if the steps are different for applying for a visa, when that person is currently in the US with a valid student visa? Do we have to wait for that visa to expire before applying for the K-1 or K-3? I am so confused, and can't seem to find the answers that I need. Any help would be greatly appreciated!
