Question for all, how likely is it that my DS-230 will generate Monday 9/24? I'm inclined to send it out tomorrow (Thurs) so that it arrives right on time on 9/24.

Once the IV Bill has been entered in the system, they will generate a checklist the next day, this is the OF-230-I. This checklist packet comes with a coversheet that looks like the I-864 coversheet from JSC (it was a 3-pages packet). Once you receive this and you have all the DS230 documentations, you can send it using that barcode coversheet attached with the DS230. It will be ATTN: DR rather than ATTN: CMR, and they will accept it just as the same.

Portsmouth accepts mail 24 hours a day, so if you were to overnight it, you might want to mail it off Monday morning so it will arrive Tuesday, and that way you won't risk it arriving in the moments on Monday before they generate it.

They don't actually enter it onto the case for several days after they receive it, so I thought that would be all right.

In any case, it doesn't matter because my post became an Appointment Post, probably just earlier this month, and now I need to get the original documents here first.

Er...Helsinki isn't on that list...but they seem to have accepted our DS-230 just fine!

Um, when did this change take effect? I mailed in my DS-230 last week.

Okay, I just called the NVC. The dude I spoke with put me on hold when I asked him when Helsinki became an appointment processing center as I had thought it was standard processing. And after what felt like an eternity, he got back to me and said he spoke with his supervisor and s/he said that for this case it didn't matter, and that all I needed to send in was the DS-230 and the copy of the passport.

I hope to god he's right :wacko:

Nothing, nothing, I found it. How stupid, this is surely going to cause us a RFE. Hate the NVC. What in god's name possessed them to change everything this time around and us being stuck because of it :angry:.

The list was extracted from the how the HTML source used on for the dropdown box on the D.O.S. webpage where do the lookup for your consulate... You can double-check it by using the page itself...

I don't know when this change happened, but it had to be pretty recently... Like one or two weeks. Some cases certainly must be caught in the transition right now. I know for sure it wasn't such a large list in July, they must have updated that screen but have not yet changed the date it was effective!

They've must have updated that list after August the 17 and then concluded HLS on the list. I actually checked it via Google catche (typing in 'National Visa Center - Appointment Post List') and that page showed no HLS there! I'm sure that the edit is less than two weeks old. How outrageous to claime that it's been part of that list since July the 13th when it clearly hasn't been :angry:!

I'm 99% sure MOS wasn't on the drodown list on Sept. 4th! I don't know how you found the Appointment Pocessing List page that you did, but they certainly did change the list there but not the date (as MOS is on it too!)... I would think the same probably goes for HLS, but can't be sure of course because that embassy I haven't been watching and hasn't been of particular interest to me... The source? The lookup webpage is very simple; go to it; do View | Source, and find the embassy list. Only the hyperlinks with 8 in them are Standard NVC Processing now, the rest are appointment processing. This is actually how the lookup function works too!

Oh yes, you can see the difference by checking the number next to your consulate (it either has a 3185 or a 3190 on it). HLS is 3190 so it clearly has changed. I also have a chart on my desk still using the 3185 information. Those cheeky devils :angry:! If we get an RFE, I'm never never going to forgive them for it :angry:. They have completely shagged up our case, first the IV bill and now this :angry:!
