If there is a situation where I-129F and I-130 are both approved.

Then which one to pursue.

At this point, when both are approved together, the I-130 is held at the service center. Filing the I-129F indicates you want to pursue K3. Unless you specifically request Consular service on the original I-130 petition, the "option" no longer exists unless you pay another $200, file and file an I-824 to get the I-130 moving again. This takes several months but will eventually work. By then, your spouse is already here, in most cases.

Also since they are both approved obviously you need to look at your specific consulate to see how long they take to schedule an appointment once they do recieve the file from NVC. For example, if it takes a long time for a CR1 but a short time for K3 you may want to choose the one that best fits what you want. If the K3 takes a long time also then maybe it would be better to keep the CR1 moving and have it at the consulate when you have K3 interview and ask them if they can change to a CR1 intervew? I guess you have to decide which works best in your situation.

Choices are only available when they are available. In this case, the choice you mention probably isn't available now.
