Guardianship Filing, Help Needed!

My late mother before she died earlier this year was a Legal Resident and just some few days before her interview for Citizenship interview. She was in the process of filing for my Step brother who is in a school here (has a student visa status and he is also a minor). But because she is late now all the process has stopped and cannot be continued.

I am an american citizen, I want to know if anyone knows how I can file for my step brother before he finishes school and his student visa status expires.

I will be his guardian now, is there a way as being his Guardian to file for him to change his status to a Legal Resident?

Is there anything like Guardianship filing in a family based filing process?
