yup... its allowed!!! we sent ours in a PO box... and somebody signed it...

I take it the OP is referring to either the Petitioner or Beneficiary's mailing address. For the petitioner it is ok. For the beneficiary, it depends on how the Consulate sends things. For some countries, a physical address is required because they use couriers. Please be specific about which address is a PO Box.

Of course you mail the petition(s) to a PO Box but that PO Box is not "used on the forms".
