She said that it was her husband who was charged and that he is here on temporary protective status, so he obviously isn't a USC.

Lol, well, maybe she just wanted to be sure she got the point across :)

If I'm not mistaken, if you are just charged for a crime but not convicted (meaning charges are dropped) then there shouldn't be any problem with your record since there really isn't a crime if you aren't convicted of one. Would he be able to just apply for permanent residence based on his marriage to the OP?

Correct, they do name checks with the FBI, but yes a dropped charge is link no-charge, they are concerned with convictions.
