I will try to keep this brief, but please read thoroughly:

I'm assisting an adult stepson with the immigration process for his wife and son from the Philippines.  I-130 was filed in August '21 and approved October '22.  I am able to access all documentation through USCIS website.  Case status states case was sent to DOS November '22 and refers me to DOS site for further info.  However, when I input the case number and dob on the DOS website, I receive the message:  case number and dob do not match and I am unable to obtain further information.

I do know the applicant/daughter-in-law received a notification that the petition was approved and additional fees were paid for affidavit of support but I do not know if any additional steps were completed.  Again, I am unable to obtain further info from the DOS site.

Is your stepson a citizen or permanent resident?

And just checking, but which case number are you using? They can’t log in on the CEAC system with the old case number (from USCIS, for the I-130), they must use the case number from NVC but perhaps they haven’t had that yet?

What visa category?  Is petitioner a US citizen?  Try sending an inquiry to NVC, using DOS case number to find the current status.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

LPR. I don't believe we ever received a case number from NVC.  I'm concerned the case has been inactive for 2 years and has been terminated, per 9 FAM 504.13: https://fam.state.gov/fam/09FAM/09FAM050413.html

However, we never received any termination notices.  We spent a LOT of time and money on this process...really hoping we don't have to start all over again.

IR1, petitioner is LPR and I just sent an inquiry to NVC this morning, but using the USCIS receipt number.

If petitioner is an LPR, the category is F2A....not IR-1.  The Visa Bulletin controls when her I-130 priority date becomes current.

It looks like her I-130 just recently became current.  If so, I hope she is document qualified at NVC.

Thank you.  This was cited on the I-130 notice type:

Notice Type: Approval Notice
Section: Husband or wife of permanent resident,
203(a)(2)(A) INA

Again, I don't recall seeing anything from the NVC nor do we have a different case number, to my knowledge.

I used to be very well versed in all of this when I went through the process with my wife (K-1), but that was 20 years ago.  A LOT has changed since then and I haven't had the time to keep up with all of it.

One more question, what do you mean by "document-qualified?"

There are a number of documents which have to be submitted to NVC...such as police reports, financial documents, affidavit of support, proof of domicile for petitioner, etc.  Once NVC has approved all the required documents, they consider the case to be "documentary qualified".  Only then, will they place a case in the queue for an interview.

Understood.  How do I go about finding out if those documents have been submitted?

Your stepson will know. Their PD became current in June 2024 it seems, so they should have been documentarily qualified a long time ago.

Reached my one-day limit of posts yesterday and couldn't re-post until now.

I think I hit the panic button a little too early yesterday....fearing you have to start all over after paying all the fees and completing most of the paperwork will do that.

Upon further investigation, I finally found the correct case # and invoice ID #. I was able to login to the ceac.state.gov site with the correct numbers.  The case appears to still be active and all fees have been paid.  However, the AOS needs to be completed by the petitioner and the IV applications need to be completed by the applicant.  We're in Steps 4-6 of the IV process.

I still have some familiarity with the process, it's just been a long time since I dug into it but it's slowly coming back to me now.  When I did this for my wife, it was all hard copies that had to be snail mailed.  That forced me to double, triple and quadruple check everything before putting it in the mail.  The online submission process seems to be less time consuming but also makes it easier to forget simple details (like the correct place to fine the case #) and having to get a new verification code every time you sign into USCIS is super annoying.

Thank you @Crazy Cat and @appleblossom for your expeditious responses yesterday!

Your process would have been completely different if it was a K1 anyway. You shouldn’t need to get a new verification code though. The case isn’t anything to do with USCIS any longer, it’s at NVC so it’s the CEAC site you need. https://ceac.state.gov/IV/Login.aspx

Your stepson’s spouse should have her visa by now, so they shouldn’t waste any more time. Your stepson needs to be proactive and follow the instructions given in his Welcome Letter and the link above. Hopefully then they’ll be DQ’ed quickly (it only takes a week or two) and they will just be waiting for an interview.

Good luck.
