We are helping a friend who has been in the United States for 26 years now technically illegally.  She was brought here when she was 15 years old by her guardians (Grandpa & Grandma).  She has been married to a US citizen for 22 years.  She has 2 children over the age of 21 who are also US citizens.  Is it correct that she just needs to file the I-485 to adjust status and obtain a green card?  Will they still require an interview in Juarez or something for this?

Why has nothing been done?

Possibly an I 130 amnd I 601a but not enough details, they need help from soneone familiar with the process, not a Notario.

That is the basic procedure, I 130 will take 18 months or so and then the I 601a a few years so sooner Husband gets it going the better, she will interview in CDJ.

Mind you that assumes no issues.

She was smuggled across the border at age 17 by a coyote and I guess her grandma paid for it.  Her husband should have applied years ago but never did.

Right, so she’s not eligible to adjust status.

Given the current administration, they need to get things filed urgently. It’s not going to be easy, quick or cheap though unfortunately.

Get her to (a) join VJ so she can understand her situation and the process and (b) hire a really good lawyer.

A good Lawyer, not that difficult but certainly not quick or cheap.

They both need a good attorney.  They are in a very precarious situation, imho.  I would have a Plan B in the back of my mind.  If they start enforcing the "harboring" law, there could be big problems for a lot of people.
