"Also" indicates they are secondary option to the EVL. They would have appeared together as an "or" if exclusive. "Also" indicates "and" not "or".

"May" indicates that either are optional to using tax return income.

Paystubs may be even MORE current than what an employer may estimate and be ACTUALso they are a package together if you do wish to use paystubs "also".

How did you file taxes? 

Your tax filer is required to give you a copy immediately upon submission. 

That's why I didn't understand why you don't have one already. 

I do have one! I just had to double check with my husband as he filed them when I was asleep. So those are ready to be sent. I just need to make sure that they’re complete like you mentioned. And thank you for explaining the difference, I guess the language barrier popped out there since in Dutch it would be ‘oh you can use either’

Just a quick read, makes me think the form may have been signed in the right place.  Make sure it's signed where it says "Sponsor's Signature".  Second, yes a current pay stub documents current income.  This kind of RFE "properly completed" etc. usually means there's an error, not just an omission.

Facts are cheap...knowing how to use them is precious...

The advice above seems spot on.

One question I have, who is submitting this?

The sponsor should really be doing this wotk, as I have done it twice, first for a Dutch wife 30 years ago and most recently for my Vietnamese wife.

i have found that American Bureaucracy Language is a language of it's own. e.g. :Cheese Food" means it's not real cheese. Welcome to America.

The 864 is filled in by my husband. I filled in everything else because this is my adjustment of status, so my paperwork. I just doublecheck his stuff because two pairs of eyes is better than one. He just didn't read the instructions as well as I hoped, which caused the RFE to happen.

Edit: As for the signature etc being correct, yes this was correct when we filed. Everything was correct outside of me adding a W2, hence my confusion on what exactly went wrong, but thankfully this community is really helpful
