It would only make a difference if it was an immediate relative case (i.e. spouse of a citizen). Those are processed quickest, there is no urgency for USCIS to process I-130’s in other categories as there is no visa available straight away anyway, so they tend to take longer.

Make sense what you just say! Now my other question is i am citizen but my husband is LPR ( he is the petitioner) because is his daughter, but we are married, it were faster if I was the one that I file for her ? Even if she is not my blood daughter?

Yes, absolutely. A citizen parent (or step-parent) should always petition the child if possible as then they’re an immediate relative and there’s no wait for a visa to be one available.
 

But you can only petition her if you married her father before she turned 18. 
 

How old is she? And which country was she born in? If she’s not likely to age out in to F2B then you’ll need to work out if it would be worth you applying or not as you’re already over a year in to the process.

As right now 19, in sept will be 20 years old.  Colombia is our country. Our PD IS MARCH 31ST 2024. I dont know the Timeline for F2A. I can find spouse and k3 visa most only in visajourney.

Ok, so if you do decide to stick with the petition your husband has already filed you want the I-130 to take as long as possible, otherwise she’s at risk of aging out in to F2B which will add another 6-8 years or so to her wait. 
 

The only thing you need to look at for the timeline is the Visa Bulletin. 
 

Did you marry before her 18th birthday? If so, given her age I’d recommend you do petition her, if you have the funds to.
