My fiancé sent an inquiry and received a response on 03/25:

I read here that AP is good news. Although CEAC did not changed to Administrative Processing, we're hopeful for "Issued" soon. 🤞

This happens to many many K-1 Visa applicants... The reason I was told is that from the NVC stage all the way through the interview, the K-1 visa is treated as an immigrant visa. Once the Consular Officer approves it, it then has to go to the Nonimmigrant visa section for visa issuance because it is technically a nonimmigrant visa. The "Application Received" status happens when the NIV section gets the application to begin their Administrative Processing. This happened on Jaycel's CEAC status before it changed to "Approved" and then "Issued" after they completed the Admin Processing
