I never heard of a consulate rejecting "proof of bona fide relationship" before an interview.

We had ours rejected at the first interview, regardless of the reality that USCIS had seen it with the I-129F.

Fiancee even brought more along, but they refused to consider it and kicked her out without even a 221(g).

Consulates are not supposed to reject evidence that they know USCIS has seen.

My presumption is that there are red flags, or a rogue CO, or known or unknown standards to be met.

 

Maybe I'm completely misunderstanding what's going on.

I'm going to enlist someone knowledgeable and invite him to join this thread.

Meanwhile, begin collecting absolutely everything that you can get your hands on that supports the relationship.

Yeah that's what got me.... never heard of a 221g being issued without an interview being conducted

Do you think it could be a mistake?
Last week, they sent me an email with our interview to be in the next few months.

Then today they sent us the form of 221g in white color. We have never had an interview yet.
They sent us our pictures back and asked us to bring them to the interview.

Our case still says "Ready".

I hope it was a mistake.

1. Yes, it was my evidence with my fiancé printed on A3 size paper.
2. Yes, but we added more pictures and evidence, and they returned everything to us.

What is your advice far from collecting more evidence?
Is that normal that they sent us our pictures or evidence back?
Why are they keeping the interview then? And requesting to provide everything at the interview itself?
Should I contact them via email directly? Should I question everything?

Advice:  Collect everything possible; more crucial when you arrive early and are together.

Normal:  Never heard of this.

Why:       Mistake?  Rogue CO?  New IV Visa Chief with new procedures?  Just wild guesses.

Contact:  Let's wait a bit to see if our expert chimes in.

I am not familiar with Cairo’s current procedures, but I would not leap to the assumption that this is something to be concerned or panicked about right now.  

 

When there is an officer review of the details/documentation of a non-immigrant visa case (which a K-1 technically is) prior to the interview, the officer usually either issues the visa or sends an interim refusal until the interview.  The interim refusal may suggest additional information to bring to the interview.  For example, if someone has applied for a visa under the Interview Waiver program and the officer decides that the person really needs to be interviewed, they will issue a 221(g) refusal and require the person to come in for an interview.  They will tell the applicant if there’s a specific piece of information to bring with them.

 

It appears to me that what Cairo is doing is reviewing the case for completion prior to the interview, to help applicants come fully prepared with everything they need to bring.  To document the review and what was requested, they issue the 221(g) sheet.  Since none of the main areas were checked on the OP’s sheet as far as I could see, it seems to me that they were likely satisfied with the basic documents, but wanted to indicate that documentation of a solid, bonafide relationship is very important — probably THE most important part of the application..  
 

NOTE:  If someone has gone through Cairo for a K-1 visa recently and my basic assumption about their process is wrong, please let me know and I’ll reassess this response!

 

About asking for an earlier interview — the date you received is likely the earliest open date.  Unless you have a valid reason (other than, of course, wanting to be together as soon as possible), it is unlikely that you will get an earlier date.

In 9 years of reading VJ, I’ve never heard of a 221g being issued by a consulate prior to an interview.   Seems as if they are fixing to issue a NOID and return the petition to USCIS.

 

How much in-person time have you had?

What Jan said makes a lot of sense- and is quite charitable if they are actually giving you a chance to strengthen your case prior to the interview.   That’s really unheard of.

 

My other thought was that it was in error.   Either way, gathering additional high quality (in-person) evidence prior to July is the right move.   Good luck!

More than two years.
Suppose they are fixing to issue NOID, why are they keeping the interview appointment?
Why did they return our pictures and ask us to have them at the interview?

Since no one has heard or experienced such circumstances before, should I question them through emails? Or even ask what we should prepare exactly since they sent us back all the pictures, chat, tickets, etc.?

I mean, was it wrong that we sent pictures before the interview?

Yes, I sent these materials separately, myself, directly to Cairo in advance of your interview.
They did not ask for it to be sent.
Still, though they could just return it without the 221g letter, right?
I mean, should I contact them or wait and see in July?
