Old cases got migrated to electronic system with change to case numbers. You now need a new case number to check status. The petitioner should have received mail telling about this change.

Was address updated with USCIS every time petitioner moved?

It’s not clear from your post. Who petitioned you? Which visa category? 
 

Has your I-130 been approved? 
 

As said above, migration to ELIS doesn’t mean anything, just that the case has been made electronic.

No no Sir the case not approved 

My uncle submited a case i 130 alien relative since 2011 but still we are waiting to approve i recently check status but that is showing case migrated To Elis since 31-may-2024 

So my question is i am eligible for this case aur not because my age now 26 Year

Who is the beneficiary? Your parent/his sibling? 
 

You won’t know if you’re eligible or not until your I-130 is approved and your PD is current on the Visa Bulletin. Only then can CPSA calculations be done, and there’s still many years to go until that point.

My beneficiary is my mother and what is PD? and what is the criteria of cpsa calculation ?

Priority Date. 
 

CPSA is taking away the time the petition has taken from your actual age, once your PD becomes current. So you want the I-130 to take as long as possible - as it’s been so long already there’s a good chance you’ll qualify. Are you absolutely sure the I-130 hasn’t been approved? 14 years is an unusually long time!

Yes Sir i am absolutely sure i was check my status USCIS App this app show my current status your case migrated to elis that's it and that is also show a New receipt number IOE********

I’m not a Sir. 
 

That’s just the latest status, check them all to make sure your mother hasn’t missed an approval/rejection/RFE. But it sounds like you’re still waiting, so just see when your PD is current and then check.
