I am the petitioner and sponsoring my foreign spouse who works abroad. We have been living abroad since we got married about 4 years ago. I did not work during this time but my husband did work. I have also not filed tax returns for these last 4 years. 
 

We are in the process of providing civil and support documents to NVC
 

When filling out the I-864 should I just state that I have not filed returns because I didn’t work (stay at home) and that our income was below the threshold? I’m not using my foreign spouse’s income.  

 

We have a joint sponsor. Joint sponsor plans to complete I-864.

Yes. You can indicate on the I-864 the reason you were not required to file a tax return.  You can write "Filing not required. Did not meet income threshold" by the tax boxes/questions.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

No.

No, and I wanted to add, that "using" your husband's income is not a "thing" in this context.  If your income was over the threshold, you would need to file because you are a US Citizen.  Your husband is not a US Citizen, or Permanent Resident yet, so he is not required to file.  Only foreign income that will continue from the same source is considered for the affidavit of support.  You do what is correct and proper under the circumstances. There is no choice left to you to use or not use any income.

 

Joint sponsor or not, your husband should  be ready to explain how the two of you are going to support yourselves once in the USA.  I'm sure you already have a plan, so be ready to articulate it.
