Question about adopting nephew for citizenship

I (U.S. citizen) have a 10 year old nephew in China. Could he come over to the U.S. and enroll in an sevp approved school to fulfill the 2 year legal custody requirement and then I adopt him so he gets U.S. citizenship?

You must spend 2 years living in China supporting this child (as an orphan) as adoption is done by China laws and even then it may not satisfy Immigration for the US laws

It’s because international laws are designed to prevent adoption for the sole purpose of obtaining citizenship.
