Just received my notice of action - rejection. My package was returned to me for the following reason : 'incorrect payment or payment not provided' .

I put a cheque for 750.00 into my package., The package returned to me didn't have the cheque included. The cheque was never cashed. 

If I rewrite a cheque, can I resubmitted what they sent back to me aka my package - the package has  been seperated into three sections with big staples by uscis. I removed these but there' s a staple mark at the top of each page - should I reprint?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I rang my local fedex to see on the off chance that a cheque was found...the guy that packaged it up for me found it.... 

So I guess there was never a cheque included because it had fallen out... what are the chances...

The rejection notice says to resubmit package with correct fee to address listed at the bottom of the page. It is to a PO box number - can I user fedex again? And to place green letter on top of new filling package.

 I was planning on resubmitting the package they sent back to me, but I noticed that the bottom of each page has a serial number - should I reprint everything again?

You cannot use Fedex for a PO Box.

If I can't use fedex to deliver to a PO Box, is my only other option to use usps?

Do you think I can send back the exact same package even if the pages are marked with serial numbers?

Does it matter if the cheque is in my husbands name or does it need to be in mine?

Yes.  USPS for PO Boxes

Doesn't matter

You could FedEx to the address listed for your state here (either to the Elgin, IL or Tempe, AZ address, depending on your state): https://www.uscis.gov/i-751-direct-filing-addresses
