How to add my brother

I finally got the welcome letter and fee my fee this morning. Now I want to know how do I add my younger brother to my mother’s paper work. I didn’t want to file for him because I knew it would take years so I know I could add him along to her paperwork since he still under 21.

No, you cannot add him to Mother's case regardless of his age.  There can be no derivatives for immediate relatives if US citizens.  Your mother will have to petition him after she becomes a legal resident.

How old is he? If he’s young your mother may not want to leave him (if your mother petitions him it won’t take as long as if you did, but it’ll still take several years for him to get a visa through her).
 

So you may want to pause her process until he’s old enough to be left alone or is at college/living independently.
