I file my mother I-130 for Jamaica since October 2021. I have not heard anything since then than that they transfer to visa center. I am a US citizen. Did I do something wrong, am I missing additional paper work?

Just to clarify, are you saying that the I-130 petition has been approved but you're stuck at the NVC stage? Did you or the beneficiary get any communications from NVC?

Correction, it was sent to the department of State since Sept 2023 and we have not heard anything since then. I send an inquire because the priority date had passed still nothing. I did my application online

Did you send the inquiry to NVC?

The Priority Date isn’t relevant, your mother is  an immediate relative so has no wait for a visa. 
 

But NVC should have contacted you a long time ago, the wait for the Welcome Letter (which is sent via email) is a matter of days or weeks, not months. So either she missed the email (it may have gone to her junk/spam folder) or NVC have messed up somehow.
 

What does it say when you check the case status? 

 

File an enquiry with NVC asap (USCIS have nothing to do with the case once the I-130 is approved), and I’d also recommend you bookmark this page so you can understand each step and what’s coming next in the process. https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-1-submit-a-petition/step-2-begin-nvc-processing.html

Ok, so you should have had the Welcome Letter back in Sept 2023. 
 

All you can do is contact NVC and ask them what’s going on. Good luck.

Have you uploaded the required documents to allow the petition to move to the consulate?  Have you logged into the NVC system to at least touch the case in the past 12 months?
