This can happen to greencard holders who have been outside of the US for a long time, and is not new.

This is nothing new at all; existed for ages. Those who are suspected of abandoning their LPR status upon reentry can be asked to voluntarily sign form I-407 to officially give it up or face an immigration or let in with a warning after extensive secondary inspection.
