Instead, IT managers made assumptions about what Trilogy should contain. Simple requirements documents, meant to lay out the system's basic functions (like searching multiple phrases at once), became detailed descriptions of logos and look-and-feel. Commercial software was eschewed in favor of complicated, hand-coded alternatives.

In typical gov't form, this probably became a big p-ing contest between their different divisions and sections, with everyone wanting *their* version of the seal and *their* favorite color on the reports and *their* department listed first lol Nothing will ever get done. First hand experience, I do db/interface design for a gov't agency, what a riot it can be. A 6-month project is easily stretched to 5 years (or more).
