Because she did a K-1, she cannot adjust status in any other way.

 

She is subject to deportation, which is becoming more likely every day.

But if she was a green card holder she could work and contribute financially! So it would soon pay for itself. 

 

He needs somebody to have a tough conversation with him and point out that his wife is at risk of being deported, and that it will cost him far more in the long run to fight that. Plus fees go up all the time, if he’d applied even a year ago it would have been much cheaper, now he’s got to pay more.

Exactly my thoughts. This is coercive control. She has no means of earning money, is unable to travel internationally to visit family, has no driving license, and may live in fear of deportation. 

 

OP, I would look for other signs of controlling behaviour such as cutting her off from friends, monitoring her communications, or preventing her from accessing medical care.

 

Filing is inconvenient and expensive, but 100,000s of us have done it, so not wanting to spend the time or the money is a very weak excuse.

If taking the time to fill out the paperwork is his issue, then she can do it herself. I'm the immigrant and I filled our everything myself (K-1 petition, AOS, ROC etc), I just had my USC husband sign where I told him to.

Wow. 13 years. Husband is cold; has he been watching the news lately at all. Imo, there's some mental control gamesmanship taking place. He the husband was able to petition her for K1 through USCIS and was engaged with the process all the way through her interview at the consulate to get the visa. So this isn't something new to him so why he's been holding her LPR status hostage for this long is beyond disbelief. Unfortunately, she'll need him to be engaged in the process again to see this through. All she needs at this point at most is his I-864 affidavit support form. The rest she can handle herself. Ask her to join. This is very sad because she would already have been a USC by now (if she wanted).

So seems like he really does not care about his wife and care even less if she is deported.  In the present environment there is a much higher chance his wife will be sent back to her country.  How sad.

To the OP, the obvious question is what does she want to do?  All you can do is inform her, what she does with that information is up to her.  That being said, it is a sad state.
