Filed the ir2 visa paperwork and it's being sent to the us embassy in the Philippines.  Filed for the interview to the expedited because my wife is pregnant and expecting in September and was denied.  Anyone have any suggestions or should I give up on expedited the interview.

See the sticky thread from the spousal forum -

She may get the visa before the summer, but if not you may need to make plans to travel to her for the birth. Good luck.

Yeah, they're not going to give an expedite based on her being pregnant. Also for planning purposes if she give birth in the Philippines, you will need to file a CRBA before they can both come to America. So if you think that may be the case, do your research now so you will be prepared. Both of our children have CRBA and are dual citizens.
