You don’t need USCIS account access for the non delivery of card form, just submit that at 91 days and it’ll get sorted. And if you haven’t got Informed Delivery then sign up for that so you can see when the card is on its way.

Yes, it’s separate, it can only be paid once the visa is issued.   I don’t know if it’s new, it’s certainly been around for a few years but not sure about further back than that.

Yeah I've an usps app to track let's see so since I paid the fee and showing 83 days on the os155a form and originally it's been 77 days entry into the US so will send the inquiry at 91 days 83 days from now
