Me and my spouse are both applying for our CCW permits in Oregon, and state regulations require Permanent Residents to show a stamped N-300 to obtain one. 

 

This seems to be a rare form - has anyone ever had to deal with an N-300 (Application to File Declaration of Intention)? I cannot seem to find any information about how long of a wait to expect to get the paperwork back.

This is a new one.  Even searching N300 here on VJ shows very few references.  Additionally, the USCiS processing time site does not even list that form.  Regardless, it appears you need it in Oregon for whatever reason.  Personally, I would just file the N400 as the processing time for that form in Portland is about 6 months.  I imagine the N300 may take about the same amount of time, and you avoid the extra N300 filing fee.

Yes N-300 is a rare form because why would one file and pay just to say I intent to naturalize. If one intends to naturalize then they'll just wait it out and just do it with N400 when they are eligible. Basically intent in mind only until N-400.

Now I can see why someone would want to file N-300 as in your case if you are not close to being eligible to naturalize but really need that CCW in Oregon. [With no data point] my guess is it should be approved fairly quickly since it's just an intent and not an actual naturalization. Let's us know if you do; your feedback can be beneficiary for the next person in your shoes. Good luck.

I hadn't considered that.  I wonder if the CCW application only needs the NOA the N300 was filed?  Quite honestly, the receipt NOA could also be the approval NOA for this form as there shouldn't really be much USCIS needs to actually do.

 

To the OP, yes, if you are not eligible to file the N400 right now, and you want to get a CCW in Oregon, then apparently you do not have much choice.  Let us know the outcome of that processing.

USCIS gives no timeframe for the N 300  and the petition still goes to Dallas lockbox so hard to say which office will handle it or where the biometrics will take place for the concealed handgun permit

Looking at Oregon instructions looks like showing proof of filing the N 300 is needed (not the notice of any approval)

 

You must apply for a concealed handgun license in the county in which you reside. Be a U.S. citizen or a legal alien who can document continuous residency in the United States for at least six months and who has declared, in writing, to the INS the intent to acquire citizenship (Form N300)

Earliest date to file N-400 is in early 2027, so still a long ways away.

 

The last two pages have the biographical information of the applicant, plus a page where a USCIS official will sign, place a photo of the applicant, and stamp it. Then it's mailed back. Not much to do is correct, but it looks like the NOA itself is not good enough for state agencies that require it: the returned form is required. 

 

Application was just mailed to the Dallas lockbox today. I'll be sure to post updates.
