There is another seciont "Traffic Incidents" but that only refers to incidents involving alchol or drug related which I don't have.

Think "Fine, Restitutions, And Wage Garnishments" are usually for court ordered fines for non-traffic cases, however even traffic tickets/incidents fall under court cases where fines could be ordered as an outcome of traffic case being fought in a court. 


Typically traffic tickets don't go through hearing process (depending on individual circumstances and/or county) and one just pays the fine without any court order. So depending on your circumstances it may or may not be applicable.

Between which question (#?) on N400 is this part of (I couldn't locate exact wording of Fine/Restitutions in my online form)?
