Hello, everyone. So my friends parent (who is a green card holder) completed an I-130 for my friend( unmarried child over 21) three years ago. When I check online the processing times for green card holder 1-130 it says 32 months. My friend's papers were done in Texas and the paperwork is past the 32 months threshold. My friends mom has tried to get her US citizenship in order to speed the process but my friends mom was denied because they stated she overstayed in Ghana but that was during COVID and my friends mom is an older woman and was unable to travel due to that and  COVID. USCIS has told my friends mom that she has to wait 4 years and re apply for her US citizenship and retake the exam which will be in 2026. Is it possible that my friend's mom situation is delaying my friend's I130 application? Has anyone gone through something similar? Any advice would be helpful. Thank you

Where are you seeing 32 months? If you look at the official timelines page you’ll see USCIS don’t even give timelines for that category, and the explanation is on that page - https://egov.uscis.gov/processing-times/

 

Basically, there’s no visa available to your friend for many years anyway (maybe another decade or so as a very rough guess) - hence USCIS don’t rush to approve I-130’s for that category. 
 

I don’t think there’s anything to worry about, it’s just taking a long time because of the reasons given above. It just sounds like your friend’s mother’s  application for citizenship was rejected because she was outside of the US for too long and reset her continuous residence clock so she was no longer eligible to apply when she did.
