If wife nafuralizes before June, then steodaughter will become a citizen too if was in custody of your wife.

 

The stepdaughter can then get US passport and file for N-600 to have certificate of citizenship.

 

If wife naturalizes after stepdaughter turns 18, then the young adult will have to file her own N-400.

This is all assuming stepdaughter is LPR and is biological daughter of your wife.
