From what I can gather, you simply cannot get a state ID until you physically have your SS Card to present at the DMV? (Will get a D/L at a later date).

 

Also, we will sign up for ACA as soon as we arrive, me as new Immigrant and spouse as a returning U.S. Citizen that has lived overseas with me for several years, (so moving from a foreign country to the U.S.) Spouse will do this via a phone call to a Navigator, (as has SSN), but I will not have my SS Card through for several weeks. How is this handled by the ACA Navigators, do you have to upload a copy of the SS Card once you have it? As we leave prior to the 15th of the month, I understand that coverage will start at the beginning of the first of the following month. If I don't have my SS Card by then, will coverage start on the 1st?

If you have the SSN, that is really all the health forms ask.

We didn't file for the ACA but with my health insurance, and the online form just asks us to type in the SSN.

 

As for the DL with the DMV/DDS, that depends on the state. In Georgia, they just asked us for the SSN, and not the card.

Depending on which ACA or which state, yes get the SSN card as soon as you can.

@EatBulaga thank you for your reply. I had asked for a SS Card as part of the DS-260 application, and I think it take a couple of weeks to arrive. It will be for Florida, so may have to see if an ID will be issued with out SSN, or I may have to wait for it. 
 

Also, with ACA, it would be common for new immigrants to sign up for coverage before their SSN arrives. I guess I’d need to upload it when I have it.
