A U.S. permanent resident sponsoring an unmarried adult child (F2B category) is significantly faster than a U.S. citizen sponsoring a sibling (F4 category). The F2B process typically takes 5 to 7 years, while the F4 category can take 15+ years due to longer backlogs. Since the child is already in the U.S. on an F1 visa, they may have options to adjust status once their priority date becomes current, making the F2B route the better choice.

  • Jan 26, 2021 = NOA 1 for I-129F (K1 Visa application)
  • Sep 8, 2021 = NOA 2 for I-129F (K1 Visa application)
  • Nov 16, 2021 =  K1 visa issued in Islamabad, Pakistan
  • Jan 20, 2022 = POE Dallas, Texas
  • Feb 14, 2022 = AOS (I-451, I-131, I765) Filed
  • Feb 20, 2022 = Receipt notice for all three received
  • March 21, 2022 = Biometrics in Dallas, Texas
  • August 9, 2022 = EAD (I-751 approved)
  • August 13, 2022 = EAD and SSN received (SSN applied with EAD)
  • September 6, 2022 = AP (I-131 approved)
  • September 13, 2022 = AP (I-131 receieved) 
  • March 15, 2023 = I-485 approved (interview waived, New SSN received without DHS wording)
  • March 31, 2023 = GC in hand (Total time from NOA-1 to GC in hand 794 days)

Those figures are very optimistic, people that applied ~19 years ago (F4) and ~9.5 years ago (F2B) are only now eligible for visas. But the wait times are getting longer and longer going forward. Bear in mind F4 category has only moved forward 3 years in the past 10 years, and F2B 10 months in 3 years. I think that @Boiler’s general rule to manage expectations is to double the amount of time on the current bulletin, so 20/40 years ish. 
 

So I’d strongly advise the OP to only use family sponsorship as a back up (particularly as there’s a risk Trump scraps it), and as well as his/her relatives petitioning, should try for OPT followed by an employment based visa.
