K1 Received in Manila Fiance told must have $4500 usd in personal account?

Hi,  My Fiance received her K1 Visa and was not allowed to board her plane and was stopped by Philippine Immigration in Manila for not having proof that she had a personal bank account with at least $4500.00 in it.    Has anyone ever had that issue arise?   Thank you !

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

The only requirements for K-1 to depart the Philippines is visa, passport, CFO certificate, airport tax, and a ticket.  Either she was processed incorrectly, or she didn't understand what they told her, or she is squeezing you for cash.  I'm not making an accusation- I'm just listing the possibilities.

Tell her to pay close attention to the requirements of what to bring. This is what the website says:

 

The following are the GCP primary requirements:

1. Barcoded Confirmation form of GCP Appointment
2. Original valid passport and additional two (2) valid IDs;
3. Original valid visa and Confirmation of Permanent Residence (for Canada-bound only);
4. Petitioner’s passport copy or one (1) valid ID; and
5. Philippine Statistics Authority (PSA) Marriage certificate in security paper (if married in the Philippines);
6. Report of Marriage in Philippine Statistics Authority (PSA) security paper (if married overseas)

Additional documents may be required in the event that the counselor / facilitator determines it to be essential to complete the guidance and counseling process. It is advised for all the GCP applicants to prepare the following documents in advance (if applicable to them):

● Divorce decree/certificate of Filipino spouse or foreign spouse (if previously married)
● Annulment papers of Filipino spouse or foreign spouse (if previously married)
● Proof of residency/Alien Registration Card-ARC of foreign spouse
● Proof of relationship (pictures together, e-mails, among others)
● Death certificate of Filipino spouse or foreign spouse (if widowed)
● Certificate of family relations / registration of foreign spouse
● Proof of Civil status or Certificate of No Marriage (CENOMAR)
● Valid no criminal records certification/clearance or any equivalent document to indicate lack of criminal/derogatory record
Documents in foreign language must be officially translated to English

 

The biggies are: Barcoded Confirmation form of GCP Appointment, her passport with visa, proof of realationship and the copy of YOUR passport bio page. Jaycel brought her NBI Clearance and official copy of her Birth Certificate as well. Tell your fiancee that she should be prepared to answer very personal questions about your relationship. They will look at every piece of the proof of relationship that she brings.

Tell her that once it is done, at the check out phase, they will send the digital copy of the completion certificate to the email she used to register. This email and the attached PDF Certificate is what she will need to show Philippine Immigration when she departs the country to fly to you. They do not want to see the paper certificate. They made Jaycel show them the email from CFO on her phone and then open the attached certificate.

No worries! Look... Jaycel's counselor for the 1-on-1 session was a pretty salty older Filipina who was not very nice and was very subtlely trying to get her to second guess her decision to marry an older man and go to a new country. All of the "horror stories" and scary statistics that the lady shared, Jaycel just nodded her head, said "Yes ma'am" and stuck to her guns about our relationship, how well she knew me, how much she wanted to start our married life in the US and she also had over 100 pages of proof of relationship to show the counselor. In the end, they let her go and get her certificate. Tell your fiancee to be respectful but firm in her decision to go to the US to marry you and confident in your relationship.
