Agreed, it is a criminal offence to open somebody else's mail.

 

Just write "Return to sender" on envelope and drop in any mailbox.

My attorney said to keep her mail and offer to give it to her. She still has some things left behind (though she hasn't made an effort to pick it up). As per advice of my attorney, they are all stored in boxes. The attorney said do not get rid of anything until the divorce is finalized.

Offering to give it her would mean getting in touch with her. I disagree with your attorney completely, she should have changed her address with USCIS (it’s a legal requirement to do so) and if she hasn’t then tough luck on her. Just return to sender anything from USCIS, then USCIS know she’s moved without her telling them, and you don’t have to be in contact with her either, so a double advantage.

When you X out her address on her refused mail, also mark out the bar code printed by USPS at envelope bottom.  Sometimes, refused mail will come back to you again because that bar code gets read.

I agree with you. All letters should be returned to sender including USCIS mail. It's not OP's burden to collect and store mail addressed to somebody who doesn't live at the address.
