- I would start establishing residence using mom's address (if mom approves), even if just "temporary." 

- Investigate whether or not she has that bank account still and see if it's been officially closed of if it's just dormant, if dormant I would try to make it active again with a deposit and make sure the address on the account reflects her mom's address.  

 

This is just a start and I'm sure I missed a few things and of course others may have better suggestions. In any case, good luck. 

Thanks for your answer, no, my wife doesn't have any income, she's a stay at home mom, we tried Activating the account but she needs to be on us physically to do that

Sounds like you have close to nothing, now I do not recollect if there have been similar cases but she needs to think about going back first.

The usual advice given is to declare $1 in interest income since it makes it easier for the IRS e-file computer in $0 income cases.

 

If someone truly wants to put in $0 they have to paper file.

She has no income, so is not required to file.  There's box to check to indicate this is the reason she has no returns.  The petition has an employment history, that shows she hasn't worked in the past five years.  No need for US Federal tax returns in this case.

Facts are cheap...knowing how to use them is precious...
