I just read this topic which is 6 years old now:

And a few of the commenters are implying that the CFO in Cebu tends to be more lax than in Manila. My wife just had her CFO interview in manila and it didn't go well they are asking her for:

1. Report on Marriage (I don't have this yet so during our interview we showed them her CENOMAR and also I have a 13a philippine marriage visa with an acr i card that's been approved that was shown and a document from the philippine BI showing we are legally married)

2. A Police record in my country

3. My Work ID?!?!?!?

But yeah I'm wondering, is it still true that the Cebu office is more lenient? Would it be worth it to make a trip to Cebu instead of me travelling all the way back to the US to get my work id?

Once you are already in their system you are unlikely to get a second shot with a different counselor.  The best bet is to appease them and just give them what they ask for and get it over with.  You could argue that you had to show a police report to get the 13A visa or if you still have a copy of that.  If you are there and it is not easy to get a police report from the US try a NBI Clearance on yourself.  Show whatever you showed for income on you Affidavit of Support on the immigration case.  I think the most common outcome when they decide to hassle you like that is you throw them a few token replies, they dangle you for about a week and then still have to let you go.

Even if you could get another CFO session in Cebu (which I agree with @top_secret above would not be allowed) Jaycel did her CFO GCP there in Cebu and she said the counselor was very strict and grilled her pretty hard about our relationship. Someone else we know also went to Cebu and they made the American fiance get a FBI records check and as a result were delayed like 2 weeks getting the CFO certificate approved. I think the reputation of Cebu being more relaxed is no longer valid.
