No, only the petition has been approved, not the visa.

The interview is the final step in the visa approval process. Your friend will be asked questions while the interviewer will review the evidence to make a decision. If there is new evidence, that should be brought to the interview as well as a copy of all previously submitted evidence and applications. Your friend will want to be overly prepared and dress nice. Many are approved and some are denied during the interview even after the case was pushed forward up to this point.
