Just because you think her fear is unfounded, doesn't mean it is, especially coming from Pakistan, one of the highest fraud countries. Three visits in such a short amount of time is not normal and again, no one can predict what CBP will do.

3 visits of 2 weeks probably will not raise eyebrows no one can say, tends to be multiple long visits that get attention 

You cannot compare Wales to Pakistan. Pakistan is one of the highest fraud countries when it comes to visas to the US, Wales is on the other end of the spectrum.
