your past post indicates this is for a tourist visa for MIL to come for birth as your wife is pregnant

 

there is no expedite for a tourist visa 

and MIL has to apply and prove she will return to home country./  she can not work in US to assist your wife during pregnacy  

if she interviews and intends to work here in any capacity ,  the tourist visa will be denied by CO

After she completes the DS-160 and pays the fee to apply for a B2 visa, the wait time for a visa interview, Addis Ababa is 226 calendar days:
