I'm wondering if I have a unique case of fast processing time.

 

Day 0: Wife's I-751 arrived at USCIS Phoenix.n

Day 2: Credit card was charged for the form processing fee. Got notification that NOA was mailed out.

Day 8: Case status changed to "Case Is Being Actively Reviewed By USCIS".

 

The I-751 currently has an avg completion time of 28 months according to https://egov.uscis.gov/processing-times/.

 

Question 1: Is my situation abnormally fast?

Question 2: Is it possible to get a green card *without* having to do biometrics + interview? If so, why does this happen and how often does it happen?

At one time this notification meant something. Currently it doesn't mean what you are assuming. It simply means someone opened your case file for any reason.

Correct.

Nothing you have said indicates that.

No. Biometrics must be completed.

Possibly but you'll still need biometrics. BUT you'll still wait for adjudication which the website states 80% of all cases will take up to 28 months. 20% longer.

Because your individual adjudicator decides that you don't need an interview.

No way to calculate that other than you have a 50% chance with your individual adjudicator.
