Hi Everyone - I just wanted to share our experience filing our ROM with the Philippine Consulate in San Francisco. Timeline and a Screen Grab of our cover letter are below. We followed the information on the consulate's website exactly. This includes the "ROM Checklist" PDF that is downloadable from the site. 

 

Timeline:

 

ROM  Package completed and mailed via Priority Mail on 12/5/2024

USPS Attempted Delivery - 12/7/2024 Consulate Closed on Saturday

USPS Delivered to Front Desk / Mail Room - 12/9/2024

Return package with Signed & Sealed ROM and Receipt delivered back to us - 12/20/2024

 

Total time for processing and return delivery from date of receipt by consulate - 11 days

Our ROM was with the LA consulate. The procedure is very similar.

You now have to wait about 6 months before you can order your ROM with PSA.

What is the actual document you get back after 6 months?  After 7 months (our form was still not processed after 5!) I ordered a marriage certificate from PSA online and it came back with just the same ROM form we filled out, with an official stamp.  I thought we would be getting a new document, similar to a marriage certificate (PSA advisory on marriage?)

 

Is this filed and stamped ROM ok to bring to the US embassy?  Is it sufficient for applying for a PH passport with married name change?

Yes. You order from PSA the official ROM. It is printed on some yellowish-greenish official paper. The lower part "OFFICIAL USE ONLY. DO NOT WRITE ANYTHING BELOW THIS BOX" is officially filled in and stamped.

 

For the self-addressed stamped envelope included for the consulate, all the original documents were returned after about 6 months: ROM signed, Marriage Certificate, Birth Certificate, Passport copies, and cashier's check receipt. 

 

Yes, you use the official ROM from PSA for the Philippines Passport renewal, name change update, etc.

That's the correct final ROM.  Certified on PSA paper.  She can change her name in her passport and any other Philippine ID based on that.

 

For the Embassy, bring it but it's not a requirement.  They want the original certified overseas marriage certificate and PSA Advisory on Marriages which is a different document from the ROM.

  • September 22, 2021: Passed physicals at Saint Luke's Extension Clinic
  • October 05, 2021: Interview at US Embassy Manila. Verbally approved by US Consul. Positive interview experience.
  • October 05, 2021: CEAC status changed to "Issued"
  • October 07, 2021: Passports tracking for delivery on 2GO Courier website
  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee

  • November 02, 2021 Social Security Cards arrive in mail

So I'm currently confused about what to do. I want the "Return package with Signed & Sealed ROM and Receipt" to where me and my wife are currently staying in Manila. But I want whatever gets delivered 6months from now to be send to my house in the USA. 

 

Should the Return Shipping envelope with the prepaid shipping and tracking number be addressed to where we are in Manila or to my USA address?

The Return Envelope that you send to the Embassy will be for them to return your report of marriage that they sign and stamp. That would go to your address in the Philippines. The one from the PSA you have to go into their website and request and you would then put your US address in the request with the PSA

If you are actually living full time in the Philippines you can file it at the DFA ASEANA office in Manila. https://consular.dfa.gov.ph/services/consular-records/crd-requirements/crd-report-of-marriage  They still would forward it to the consulate with consular juristiction but it can all be handled in person from Manila.
