No invitation letters needed to apply for visitor's visa. Actually it can hurt the tourist seeking US visitor visa.

 

You don't need do anything. Sister should apply for visa and convince embassy staff she has strong ties to her home country and will return home on time.

"A few months" seems to say she doesn't have a job - which may reduce her chances. 

 

It's the same process as you did with your Dad. Was his visa granted? If so and he has has abided by the terms of his visa, that will help your sister.

Is your sister single?

Does she have a job in Tunisia she can prove she has to return to?

Does she own property?

Can she show checking or savings account (even if u pay,,  she would need money to pay for emergencies like an accident or illness in USA)?

those issues above is what she needs for tourist visa as the CO will assume she will come and Adjust status to stay here.

Even though you can not AOS here for sibling,  the CO may she will marry in US and stay

What really happens is more than likely CO won't look at supporting documents

 

Please explain why a invitation letter can hurt?   If you talk to most CO doing a Tourist Visa interview they will tell you to bring information and supporting documents to support you.

Why would they doubt she wants to visit her sister?

Highlighting ties to the US where they should be no ties.

Highlighting dependency on somebody when tourist should be wealthy enough and self-sufficient to make a trip and go back home.

If sibling is ready to sponsor, would they also help financially if visitor was to overstay?
