I'd just file asap, and then get him to try and find other routes over, maybe employment based if he has specialist skills (and if he doesn't now, he could work towards it and it may still be quicker than you sponsoring him).

Yup. I have Peru citizenship through my spouse. No, and I mean absolutely no options for me to have brought my parents, siblings, cousins, or what have you. None.

Just petition your brother and let the immigration decide. I know it won't be as quick as any other usual visa but atleast as years passes, the closer it gets to the approval. Best of luck 💫
