Hi,

Apologize if this is a stupid question. I need help with these 4 questions.

My situation is: I'm currently F1- Stem OPT, got  married, my spouse is US born citizen. I'm filling I-485. However, my sister has petitioned for me under F4 category ( from 2014), I have a pdf( my sister sent it to me) contained NVC case number:

"The National Visa Center (NVC) received the immigrant visa petition filed by MY SISTER on behalf of ME from U.S. Citizenship and Immigration Services.
Currently, a visa number is unavailable and this petition is not eligible for further processing at this time. The
reason for this delay is that there are more applicants for visas than there are immigrant visa numbers available
under the limitation prescribed by law. For some visa categories, this delay could be many years.
This petition will be eligible for a visa number and further processing once your priority date is earlier than the
cut-off date listed in the current edition of the visa bulletin. To learn what the current cut-off date is for this
petition, please visit our website: http://travel.state.gov/visas/checkdate
You will need the following information to determine if your case is eligible for a visa number:
· Country of Chargeability................VIETNAM
· Visa Category.................................F4 - BROTHERS AND SISTERS OF U.S. CITIZENS
· Priority Date...................................31JAN2014"

How would I answer these questions?

Could you explain why?

You sister has been approved to  petition you but thats all.  You haven’t made it to the stage where you have applied for an immigrant visa.. That won’t happen until a visa becomes available .. The backlog due to more applicants than available visas each year.  Hope this makes sense
