At interview spouse was asked for I-864A for son’s IR2. Spouse told officer that Petitioner makes well over the minimum income requirement and handed him proof. Officer said he didn’t care and demanded the I-864A to be done by parent of child or they wouldn’t issue Visa. 
 

Anyone run into this?  
Any thoughts on why? 
 

I’m so tired of the wait that I was like at this point idc and submitted it, but I still want to know why they are requiring it.

Sounds strange.  Who is "parent of child" and how are they related to the petitioner?

I agree, this sounds strange.  Are there others living in the petitioner's household?  I guess as the immigrating spouse, they are asking for an I864A from you?

Parent of child is spouse of petitioner

OK, so the USC petitioner is the step-parent.  I guess you need to fill out an I864A which doesn't make sense at all, and I have not heard about it being required, but I am not sure who else they would want an I864A from.

Um let me explain. 
usc is petitioner/step parent and filled out I-864

parent is IR1 holder and was asked to fill out I-864A

 

All I can figure is they want whoever is on Taxes. (filled jointly) that being said. The petitioner makes well above the required minimum for both the parent and child

OK, so you filed taxes jointly with your spouse?  This is probably what triggered the request for the I864A, so I guess you fill it out and show your income portion as zero right now.

Yes maybe, but idk why when it isnt required when reading all the policies, requirements. 
Im just frustrated that it just causes yet another delay. 3 yrs for a child is insane.

That is exactly why.  Sometimes COs want both spouses to sign I-864s when they file taxes jointly.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yes, dealing with the immigration bureaucracy can be frustrating, but in the end it should all work out.

Now that I understand the situation, a married petitioner whose immigrant spouse is already living with them in the USA, should always have a signed I-864a from the spouse, whether they have income or not.  It's just because they are married and filing a joint tax return.  In this case, the spouse of the petitioner is also the parent of the immigrant.  Had you come here first and explained the situation, and number of the senior members here, including me, would have advised including the I-864a.  The good news is that once you do, things will proceed in a positive way.

 

Affidavits of support are not just ways to show somebody is willing and able to support an immigrant.  They are also a contract, and they want joint filing spouses to both be under contract.

So why dont they include that in the requirements?  How are u supposed to know that if they dont actually say it?  And when you ask they dont explain it like that. But I understand what ur saying. 
It just feels like a delay tactic. 
Just like asking for us to upload documents to CEAC that are already on CEAC. 

 Sure u can understand how frustrating and depressing this is.   We are running out of time (dont want to explain publicly what I mean)

The result is a delay, but it's not a tactic.  I-864 instructions come from USCIS, but you are dealing with Dept. of State.  Consular Officers have a lot of discretion in these matters, and they typically want joint filing spouses to both be under contract.  The additional "why" questions and your indignation are understandable, but not productive.

Sorry I will only state facts. Human part came out by mistake.
