Hi, I petitioned my brother and his priority date is June 2009 (I-130).  Visa Bulletin says they are processing F4 visa from the Philippines for some time in 2004.  Around 1st week of November my sister-in-law said she received a letter for me (the petitioner) from the Department of State DOS Visa as the sender, but for the life of her she cannot find the actual mail anymore.  We were in the Military and moved overseas quite a bit so I used her address for USCIS purposes ,and forgot to change it to our current one now that we are back States side.  Any idea what this letter is about?  I sent an email to NVC Inquiry mailbox but it could be awhile to hear from them. I just want to get an idea what they could be contacting me for and I hope I get some insight and not delay the process further because my SIL cannot find the email, brother has been waiting years.  Thank you in advance for your help.

It might be that your case got converted to digital.

I believe the case number might have changed as well, based on what I saw somewhere on VJ.

Again, speculation on my end, but probability is somewhat high based on what I've seen.

Thank you!  This is very helpful.  I don't see any change on the USCIS case status online yet using the original receipt number, I'm really hoping they converted it and I will have a new number.  I'm hoping my SIL can find the letter, if not I'm hoping NVC can give me an update.  I appreciate you taking the time to help me out :)

Hopefully they didn't just abandon the old case and never updated status. I don't know what others in this situation were shown in old case status.
